JCHA has extensive experience with water rights, including the adjudication
of Denver Basin aquifer rights, tributary surface water and storage rights,
water exchanges, and augmentation plans. JCHA personnel have also provided
expert testimony in water rights cases, environmental cases, and assisting
with permitting through the appropriate regulatory agency.
Development of surface water and ground water rights in the Western United States typically requires an extensive administrative and legal process. This process usually has to precede the development of either surface or ground water for beneficial use. Therefore, this is a vital link in the development of water resources.
